Course Overview

Federal Wetland / Waters Regulatory Policy provides the knowledge that is necessary to proceed through the U.S. Army Corps of Engineers permit process with minimum cost and delay. Progress from a basic understanding of what the federal laws, regulations, and policies require and how the judicial decisions have affected them to a familiarity with the jargon, definitions, nationwide and individual permits, mitigation policies, and the administrative appeals process. Develop a firm grasp on the role of each of the agencies involved and how to effectively deal with the regulatory process. Expect to spend a minimum of 32 contact hours. Note: This course contains all of the content from our Nationwide Permits course plus in-depth coverage of policy topics.

For 2020 course participants, you may begin as soon as you register and pay for your course. For 2021 course participants, you may begin anytime after 12/07/2020. Progress at your own pace, review and complete your course before your course closes on November 30th (each year).

David Dearing has participated in some of the most significant legal actions to have shaped federal wetland policy. He served nine years as a lead trial attorney for the U.S. Department of Justice representing the Corps of Engineers, Environmental Protection Agency, and Coast Guard. Dr. Bob Pierce has more than 45 years experience in wetland regulation, delineation, construction/restoration, and functional assessment, including participation in the development of the 1987 Corps of Engineers Wetland Delineation Manual, training courses, and the Nationwide Permit program. He has frequently testified as an expert witness.

Barbara Walther is a Professional Wetland Scientist (PWS) with over 35 years of experience in wetland delineation and regulations and is a recently retired Senior Ecologist from the U.S. Army Corps of Engineers Regulatory Program. Her background includes implementing local, state and federal wetland regulatory programs, conducting delineations and functional analyses, writing and review of permit applications and training in all wetland-related topics.
